It's all about jobs. You're fired!
No matter which party is in opposition they all accuse the government of blowing out the public sector and they all plan to rein in government spending by reducing the size of the public service
It's interesting in the current climate the federal opposition and the Queensland opposition (since they're coming up for an election) are campaigning against rising unemployment wanting to know what the government is doing to create jobs while their plan to reign in spending is slashing jobs.

The great thing about opposition:
1. You don't really need to have your own policies as such.
2. Once elected, during 'crisis' your pre-election promises tend to be optional
3. Most people do not remember the last news cycle.
The great thing about government:
1. You have an army of civil servants who can do a wonderful PR job of letting the electorate know how you are keeping your promises (even if the the enacted promises are in the grey area).

I always like the Yes Minister approach: have to employ more public servants to oversee job cuts. Don't cut jobs and you've slashed the public service
